France's president unveiled a nine-billion-US-dollar plan to fight poverty. Emmanuel Macron said his country's welfare state had failed to root out the causes of poverty. With his popularity slumping even further, the former investment banker wanted to convince left-leaning voters his reforms don't only benefit the wealthy and companies.
