Last week's state budget negotiations were contentious and punctuated with high-decibel schisms, but Kentucky lawmakers did pass a spending plan on time. A deal on the $20 billion, two-year budget finally came in the early morning hours of the fifth day of talks. One firestorm ignited as Senate President Robert Stivers (R-Manchester) sought assurance from House Democrats they would defend a compromise budget by overriding any gubernatorial vetoes.
