You are deemed ineligible for the PNP under the International Graduate Category if you haven't completed your studies yet, if you're a failed refugee claimant, or a refugee claimant living in Newfoundland and Labrador, or if you're under obligation to return to your country of origin. You're also considered ineligible if you misrepresented yourself intentionally in your application, if you or any family members, whether they're accompanying you or not, have a serious medical condition or have committed a crime. Any unresolved custody or child support disputes can also make you ineligible.
