The magnetic stir is causing the solution to flicker in the light due to contaminates in the aluminum foil. My guess is that it's trace amounts of iron. It is most likely iron, but we can't rule out cobalt or nickel. I'm positive the aluminum foil industry has a conspiracy to poison us when we wear their product as hats. Think about it man! It's far out. Wake up people! (Disclaimer: I don't believe any of that)
