In August 1969, Richard Nixon announced a plan to eradicate poverty by providing income assistance and helping millions find work. The Family Assistance Plan sought to replace the bureaucratic administration of assistance with direct cash payments to the poor.  Congress failed to agree on the proposal however and the legislation never passed.  A panel recently revisited the legacy of Nixon's original proposal in Washington.
