In the 2018 Xbox One Dashboard Update, coming first to Xbox Insiders, you can create your own Xbox Arena Tournaments without being part of an Xbox Club. You can create an Arena Tournament from the Xbox Game Hub of a game that supports Xbox Arena. You can still create Arena Tournaments from your Club but this is an additional option for users.
