In Cali, most of the buildings are built very open to the elements.  This fountain was in the central part of the plaza, which shows the 6 stories of stores around it.  I never even saw half of the plaza.  Wow  By the way, the train whistle you hear is a small train that takes little kids around the plaza everyday.
