Some doctors recommend bleach baths for children and adults alike who have eczema. In combination with moisturizers and medications it can be a very safe and effective treatment. The reason why it's helpful is because it helps to kill bacteria on the skin that can contribute to infection and also itching and redness. You mentioned that your pediatrician recommended a bleach bath for your 18 month old and as long as you go by their recommendations and use the proper ratios of bleach to water then it's totally safe for her.
