1. Verify under Config-Emulation settings - EE/IOP - Clamping mode is set to Full
2. Config- Plugin/Bios selector- SPU2 that P.E.Op.S is selected. 
3. Once P.E.Op.S is selected, Config- Audio- Plugin Settings, try thread mode off first, and try on later if it works better for you. I have it off.
4. Config- Video- Plugin settings, select render to DX11 hardware, and set it to 4X native.
Do not enable anti aliasing, it's too hard on the gpu, it wil lag in cutscenes.
GTX 670 used, 100% gpu usage with anti aliasing
5. If you experience low fps, lower the scaling to 2x-3x. My 560m on laptop is too slow for 4x scaling.
