With an ever-growing demand for nuclear energy amid serious concerns about environmental damage from coal and gas, experts say the risk of nuclear proliferation has increased. As President Obama urges the world tackle both problems, nuclear experts say his challenge will be to devise new rules to help the International Atomic Energy Agency control access to weapons-grade material.
