Congress required in 2008 that railroads adopt technology known as positive train control (PTC) and gave them seven years, and then another three, to complete the work. With the deadline now months away, many will miss it.
PTC is designed to slow or stop trains that are going too fast, take control when an engineer is distracted or incapacitated and prevent collisions with other trains.
It is in operation on only 45 percent of tracks owned by freight railroads and 24 percent of tracks owned by passenger railways, Reuters reported.
