This helicopter landed on the grounds of the Irish Museum of Modern Art in Dublin, formerly the Royal Hospital, to transfer a patient to ambulance for transport to (most likely) nearby St. James Hospital. The tail rudder appears to be going slowly and changing direction due to the frame rate of the camera.
