After a disaster, data as to the scope of damage needs to be collected in order for response and recovery decisions to be made; decisions that require accurate information. In conjunction with local and state authorities, FEMA participates in a Preliminary Damage Assessment (PDA) in Moorehead, MN after the Spring 2009 Red River flood.
