Comelec chairman Sixto Brillantes says the country could revert to manual elections this May. Brillantes says Smartmatic is having a legal tiff with its software partner Dominion which could prevent it from submitting the PCOS machine's source code for review. According to the law, the source code must be opened for review 90 days before the election -- which is this Wednesday, February 13th.
