The captain of the Maersk Alabama held by pirates off the coast of Somalia earlier this month told lawmakers Thursday that governments need to come up with a comprehensive approach to protect merchant vessels at sea. When his ship was hijacked, Captain Richard Phillips offered himself as a hostage to free his crew.
