Frankie in his lead run perfectly ran the line and clip. Takahiro on chase did a good job on staying with the lead car.

Takahiro in his lead run misses the first outside clip and gained that first pullaway. You can see Takahiro doing shallow angle going thru that first outclip. Shallow angle and off line. But establishes that runaway.

Frankie does a good job of trying to recover a bit but then comes in 2nd corner and into the switch and Takahiro pulls away again and kinda hits that outside clip zone as narrowly try to get away from Frankie. 

Frankie on the other hand still tries to hit the clip which is now his mistake since in the briefing, a chase driver is allowed to miss clip point for an effective chase. At this point, Frankie doesn't have an effective chase anymore.

Going into the World Champions RC Drift Driver's briefing, this is a battle of 1 Missed clip versus an ineffective chase.

So following the rules, the decision for me is fair. Not entirely agreeing with that runaway strategy Takahiro pulled though.
