Set all your audio devices to the selected audio sampling rate found under your hauppauge capture audio encoder settings. If you're using 48k make sure all your audio devices are running 16 or 24 bit, 48000 Hz under your windows sound, advanced tab. Don't forget to set the computer hooked up to the PVR with the USB cable audio settings the same also. Biggest thing is to watch your CPU and memory usages on the broadcasting PC, the one which you have the USB hooked to from the PVR, it needs to stay at least below 95% usage or you'll get the warping/glitching of your audio and video. Most of the time previewing the stream on twitch and broadcasting uses too much of your CPU, Hiding the preview video in your dashboard helps, also go to your settings tab in hauppauge capture and select I-Frame only in your video decoding, the preview window in capture software wiill relief a bit of cpu usage, yet you can still see if your video is working correctly. If you want to offload the CPU usage and still preview your stream, use a smart phone/tablet with the twitch app to view your stream.
