German Finance Minister and Social Democrat Peer Steinbrück is planning to clamp down on tax havens such as Liechtenstein,Monaco and Andorra,where investors can still stash their cash tax-free and make tidy profits. Steinbrück has drawn up draft legislation laying out what he plans to do,but previous efforts to tackle tax evasion have failed -- not least because the EU won't play ball,but also because at home,conservative CDU politicians often block such SPD initiatives too.
