Finance ministers from the world's advanced and developing economies are gathered in Washington as monetary officials seek an additional one trillion dollars to help poor nations through the global economic downturn.
Leaders at the Group of 20 economic summit in London agreed to the increased lending earlier this month.
Now with the ministers meeting ahead of the  semi-annual session of the International Monetary Fund, IMF officials say they are not yet lined up about half the money G20 countries committed.
Although economists point to some signs that economic troubles are easing, VOA's Julia Ritchey reports the ministers face the worst economic outlook in six decades.
