Water Heater - Pressure Relief Issue?

The building superintendent brought to our attention that there was no pressure relief valve installed on our water heater and said we have a potentially dangerous situation. I later took a look and confirmed that while there was no relief valve in the usual place (on top of the heater), there appeared to be a pressure relief valve elsewhere in the system. Did he simply overlook an alternative installation that solves the pressure problem, or are we all going to explode? PS - I don't know for sure which is the hot and which is the cold pipe--I'm only basing my assumption on the manual (http://globalimageserver.com/fetchDocument.aspx?id=3ca56013-434a-4408-83fc-14c3f1ac25b8). Both pipes were warm to the touch.
