In an emergency, many leaders react by taking back control, but if your team is used to operating at Level 5 ("I intend to..."), then it's easy for your team to take action when there is a crisis.
If your team lacks competence and/or clarity, then you, as a leader, may need to revert to Level 1 and give direction.
