Don't do this stuff. It's super stupid and dangerous and not worth dealing with security/cops. But...if you cared about the "public safety" you would tear them down or clean them up for the homeless. They live in these buildings because it's SAFER THAN BEING ON THE STREETS. You have the money, which is my money, technically, so, use it for something helpful. Anyway, that is all.
