North Korea has warned that any United Nations sanctions to punish it for a planned rocket launch -- or any interference in the launch -- will cause a breakdown of six-nation nuclear disarmament talks. Meanwhile, South Korea's top nuclear negotiator is in China to discuss North Korea's impending launch.
