Reaction in Kiev to martial law

(27 Nov 2018) The 30-day martial law imposed by Ukrainian President Petro Poroshenko has taken effect in 10 regions in the country bordering Russia and Maldova. Analyst at the Ukrainian National Institute for Strategic Studies, Petro Burkovsky, explained that martial law includes limitation of certain constitutional right of the citizens, but "these limitations should be strictly written and should be very specifically organised under the law." He also added martial law was imposed first of all to regulate the actions of law enforcement agencies, security service and military in case of any threat from Russian side. Martial law was something Ukraine avoided doing even when Russia annexed its Crimean peninsula in 2014 or sent in clandestine troops and weapons to insurgents in war-torn eastern Ukraine. On Sunday, near Crimea, Russian border guards rammed into and opened fire on three Ukrainian navy vessels travelling from the Black Sea towards a Ukrainian port. The Russians seized the ships and their crews. Ukraine considered the 24 captured men to be prisoners of war and said some had been seriously injured, while Russia said they were individuals who had violated its border. The clash raised the spectre of renewing a full-blown conflict in eastern Ukraine and saw Russia strongly criticised at the United Nations by the United States and its allies.
