Sudan's government has signed a ceasefire agreement with the most powerful rebel group in the wartorn region of Darfur. But not all rebels have agreed to the truce and fighting continues, forcing more villagers from their homes. An estimated 2.7 million people have been uprooted by the conflict, with many languishing in hastily constructed camps. The Arab League and others have been working to provide better housing for many of them. But as VOA's Elizabeth Arrott reports from Habil Canari, in West Darfur, there are concerns the new settlements could make internally displaced people permanently displaced.
