Louisiana Lt. Gov. Billy Nungesser says he wants to make the French Quarter safer, cleaner and maybe a little bit more "family friendly" by turning the historic district into a state park. He would make it safer by improving lighting and putting a park ranger on every corner. He would make it cleaner by contracting with services to pick up litter and clean up messes.
