I have always loved bright blue eye liner (maybe I'm stuck in the 80's?) For years I have been wearing blue liner on the bottom lash line. I find it brings out my brown eyes like crazy! 

For spring and summer electric neon eyeliner is all the rage! If you feel you can't go full on neon right away this is a great place to start! It's very easy and day time appropriate!
