U.S. President Barack Obama says he is signing an "imperfect" spending bill in order to keep the federal government running through September 30th. The measure contains thousands of pet projects that benefit lawmakers' home states. Mr. Obama is proposing ways to keep lawmakers from abusing the process known as earmarking.
