The Obama administration is proposing an extensive overhaul of financial regulations in an effort to prevent a repeat of the banking crisis that toppled large institutions last year and sent the global economy into a tailspin. Among the recommendations outlined by Treasury Secretary Timothy Geithner Thursday are sweeping new powers to take over major financial institutions such as AIG.
