"We may have made the mistake from early on of believing that we could impose on Afghanistan a centralized rule," says Baroness Williams, on prospects for Afghanistan. She says that instead of focusing solely on increasing troop levels, we should think about engaging local and tribal leaders and consider the relationship of Afghan civilians to outside forces.
