President Obama defended his decision Thursday to close the U.S. military prison at Guantanamo Bay, Cuba, in a major speech on security policy in Washington. Moments later, one of the president's top critics, former Vice President Dick Cheney, delivered a blistering critique of the Obama administration's policies in a competing speech just a few blocks away from where the president spoke.
