Half of the world's population currently lives in urban areas and projections suggest that ratio will increase significantly over time. Cities are the future, and leaders worldwide are considering new sources of revenue to fund costly maintenance and improvements to remain competitive. Chicago is leading the privatization wave in the United States. The recent controversy over the parking meter deal and other efforts in Chicago has led citizens to raise many questions around the economic and social benefits and risks of privatization. The Chicago Council's Emerging Leaders Class of 2008 examined this issue over the past year and produced a report giving particular attention to the public debate around deals and whether the privatization of infrastructure is in the public interest.
