Bernie's bf is blackmailed by the Russians to put contracts up for tender, the ones currently controlled by the old man. Niko is helping him out in return for the guy he is after. A friend of the old man is coming to Liberty City to give a speech on the new threat to liberty city. Niko is hired to protect him en-route to the City Hall.
