"99th Floor" was released in March 1967 as the debut single by the Houston, Texas psychedelic garage rock band, The Moving Sidewalks.
The song was written entirely by a young Billy Gibbons—who later achieved worldwide fame as the guitarist and frontman of ZZ Top—and was credited as "Bill Gibbons" on the original vinyl labels.

The track was produced by the band's manager, Steve Ames.

The group's studio lineup for the recording consisted of Billy Gibbons on guitar and lead vocals, Tom Moore on keyboards, Don Summers on bass, and Dan Mitchell on drums.

The title of the song was a good-natured, competitive nod to their fellow Texas psychedelic rock pioneers, The 13th Floor Elevators.

The single became an immediate regional smash hit, rapidly climbing to the top of the local radio charts in Houston during the spring of 1967.
Due to this explosive local success, the single was issued on two different record labels that year.
It was first released locally on Tantara Records under the catalog number T-3101.
Its rapid sales growth caught the attention of the national label Wand Records, which picked up the record for nationwide distribution in May 1967 under the catalog number WND 1156.
Both of the original 1967 vinyl pressings feature "What Are You Going To Do" as the official B-side track.
