Kage Mishima may be running out places to hide, but he didn't get to where he is today without having a couple of tricks up his sleeve. Admittedly time travel is less a single ace and more a deck of aces that you can play against an opponent before the game even begins, but that alone isn't enough; all the time travel in the world won't help you if someone gets a lucky shot off and kills you, as you need to be alive to save yourself in most schools of thought about the matter. There are even more confusing theories of time travel that would mean that even death wouldn't necessarily stop Kage but this game barely skirts the philosophical debates of time travel as it is, presuming so it's safe to assume that they didn't think that deeply about it when writing the plot.

The massive amounts of military and political power that Kage wields are potent weapons indeed to minimise the chance someone gets lucky enough to take him out, but at the same time they're also entirely ineffective in taking out Hiro and his two friends. Granted they also have the the Daikatana - the exact same Daikatana that Kage has, just to be even more confusing - but even now they have more then enough firepower to dispatch the soldiers protecting Kage's buildings without having to resort to the magical blade. This is mostly because I've been hoarding our consumable resources as I typically do in all games, but that's only because I haven't felt the need to use any of them outside of bosses. Healing is plentiful and even these foes armed with guns aren't too threatening to take care of with melee weapons, which goes some way in showing just how ineffective Kage's forces truly are.

Still, Kage didn't get to where he was with time travel alone even if it was the catalyst that started it all off. We would do well not to underestimate the man, lest he turn the tables on us even more then they already are. Or maybe that's exactly what we want him to do...
