After cleaning up a full mug of coffee that fell out of the useless single cupholder, I get on with wire brushing the surface rust and damaged paint inside the Ducato. 

I painted the cleaned bare metal with Hammerite, but if you are painting galvanized steel that is STILL RUSTY, investigate different products.
