Why won't this laptop boot off the DVD drive?

Cat's don't make very good IT guys. HP Laptop DV6000 not booting off DVD drive. Still stumped on the reason. The Vista ISO was burned using ImgBurn followed a guide specifically for making a boot disc with proper signatures.
