A look at Brothers In Arms: Hell's Highway at 21:9

First up so you understand what is happening, we are binding FOV values to a keyboard key, so when you click that key, you switch to the corresponding value. 

Also just so there is no confusion, even though the file contains a ‘.’ in-front of the other bindings and actions lines, there shouldn’t be a ‘.’ in front of the ones you add.

Method 1: This is for just setting your FOV for everything to one value e.g 110

Step 1:  open %USERPROFILE%\Documents\My Games\BIA Hells Highway\SumacGame\Config\SumacInput.ini
An alternate file name (one that I actually had) was instead of the file being called SumacInput.ini it was called DefaultInput.ini

Use which ever one you have

Step 2: Add the following, (just copy and paste), below the last .Bindings line in the “[SumacGame.SumacPlayerInput] section,
Bindings= (Name="KEY",Command="fov DESIREDFOV",Control=False,Shift=False,Alt=False)

Step 3: change the word KEY from the line you just pasted in, to the letter L on your keyboard. And change the word DESIREDFOV to any FOV value. For example,

Bindings= (Name="L",Command="fov 110",Control=False,Shift=False,Alt=False)

Step 4: Then save the file and close it. Then launch the game, it will prompt you saying your ini file is outdated, do you want to update? Click yes. Game should load. Once you are in the game and can move about click the letter L (or whatever key you bound your FOV to) and it should snap to it.

Method 2: 
Step 1: Open the same SumacInput.ini (or DefaultInput.ini) file that is used in method 1 above.

Step 2: Under "[Engine.InputActionDefinition]" look for the line that starts with
.Actions=(Id=IA_ZoomHold,Alias…

Step 3: Replace the line with
Actions=(Id=IA_ZoomHold,Alias=".ZOOMHOLD",Names=("Zoom"),Command="ZoomIn | FOV 110 | OnRelease ZoomOut | OnRelease FOV 110")

Step 4: Then save the file and close it. Then launch the game, it will prompt you saying your ini file is outdated, do you want to update? Click yes. Game should load. Once you are in the game and can move about click the letter L (or whatever key you bound your FOV to) and it should snap to it.

Method 3:
Step 1: Do EXACTLY the same steps as method 1, only this time make the FOV 60 and bind it to a different key. For example,

Bindings= (Name="O",Command="fov 60",Control=False,Shift=False,Alt=False)

Then add that line below the line you added in method 1, now you can switch between the FOV you chose in method 1 and this FOV by clicking the corresponding keys. Then save the file and close it. Then launch the game, it will prompt you saying your ini file is outdated, do you want to update? Click yes. Game should load. Once you are in the game and can move about click the letter L (or whatever key you bound your FOV to) and it should snap to it.

Final points to note, I rebound my controls on my Xbox controller so that ‘switch weapon’ was Y, ‘zoom hold’ was LT and ‘alternative fire’ was RS.
