The trick is that the moving shell will interact with the POW and launch it to the right eventually, which will allow you to enter the P-Switch door. I had to go to editor to test this out from a hunch I had when trying to figure out how to get into the P-Switch door. Once you figure out this trick, the puzzle is pretty straightforward with well-known shellmet mechanics.
