On the Record tonight we look at the state of municipalities. 
And it could be said that local government has been in disarray this year. 
Besides service delivery protests. 
Many of them are drowning in debt. 
In the middle of the year the total debt owed to Eskom was above R14 billion. 
Several municipalities have been placed under administration by provincial governments. 
One of them, Emfuleni, has been blamed for the fact that raw sewerage continues to spill into the Vaal River System. 
And then there's VBS. 
Just this week the ANC in Limpopo announced the suspension of municipal managers and chief financial officer in several municipalities that invested money illegally with the Mutual Bank. 
10 municipalities invested and lost about R1.2 billion. 
Well the Minister of Cooperative Governance and Traditional Affairs, Dr Zweli Mkhize responsible for local governments, has released an end of year statement.
