Does it matter how heavy your ship is regarding offline shield recharge speed? Short answer is no, all that matters is shield class and having enough energy in SYS capacitor - higher the class faster the speed will be - fastest are class 8 shields that will charge at 4,8 MJ/sec (offline).
Online shields charge at same speed (given that you have enough energy in SYS capacitor) - 1 MJ/sec for regular and prismatic shields and 1,8 MJ/sec for bi-weave shields.
