Variations in video shutter speeds

View in HD to better see the differences. I moved the camera as well as recorded moving traffic to show the effects, if any. I set the shutter speeds at 1/15 second, 1/30 second, etc., giving the shutter speed each time it changes. All clips were shot at 60 frames per second, but they were uploaded to YouTube at 24 fps.
