The European Commission this week has launched a formal proposal to create a European Citizens Initiative. Once the mechanism is fully approved, one million signatures from citizens of EU member states can force the Commission, as Europe's executive body, to initiative European legislation on the topic raised. Statement by European Commissioner Margot Wallstrom.
