Rules are simple, you must progress through the game without any pokemon ever gaining a level, this is done in this game by leaving the ap on. I may also add that this is my first time playing through the game. I thought this battle was going to be a lot harder, but then I discovered that I could have caught skarm, so I went back and did that. Starmie would have killed the whole team if it weren't for crunch on his dragons, so instead, it just serves the purpose of taking down flygon with an expert belt blizzard, which is a guaranteed OHKO. Skarmory then poison stalls the rest, not hard at all.
