Stellaris 1.3 Bug: Prethoryn Scourge doesn't spawn new armies

The Prethoryn Scourge will spawn new military fleets, new civilian ships, but no new armies. They won't be able to expand after a while, when all their original army units got destroyed. At the end of the video you see the 3 new fleets. No new army units among them. They can't conquer enemy planets anymore, which means that they are stuck forever in their current territory.
