The United Nations High Commissioner for Refugees, Antonio Guterres, traveled to Burma this week for talks with the country's military leaders about the plight of Muslim Rohingya refugees. Guterres said the purpose of his trip is to try to create better living conditions to discourage migration to other Southeast Asian countries. His trip comes as the United States reviews long-held sanctions against the Burmese military government. Washington says it is considering signing ASEAN's nonaggression pact -- which also includes Burma.
