US Sec of State Hillary Clinton, in the wake of a meeting with Dutch Foreign Minister Maxime Verhagen, says better international cooperation is necessary to address the Somalia pirates problem,

The US Navy last week killed three pirates to free captain Richard Phillips while the Dutch navy, also operating under NATO command, had to let go seven pirates who had hijacked a Yemeni fishing vessel.  The European Union, meanwhile, has its own mission in place, EU NavFor Atalanta.
