High Court has directed Goa government to conduct a survey at Calangute beach to find out illegal encroachment on beach by beach shacks. The High Court has also directed Goa government to assess 'whether it require to grant less number of licences for shacks on Calangute beach to de-congest the beach. High Court has asked Goa government to file report on affidavit in 4 weeks. One Calangute resident Reuben Franco has filed a Public Interest Litigation before the High Court pleading to direct Tourism Department to decrease number of shacks in Tourism Shack Policy 2016-2019 at Calangute and Candolim Beach. The petitioner in his petition has contended that Calangute and Candolim Beaches have maximum footfall of tourists and present number of beach shacks makes the tourists and general public difficult to access the beaches freely. The petitioner has also contended that the shack owners also put beach beds on the beach beyond the licenced areas, which causes inconvenience to the tourists.
