We know from experience with performance-enhancing drugs in sports that humans will take advantage of perceived shortcuts for improvement, especially when those shortcuts demonstrably work—regardless of potentially severe side effects. We also know that institutions see intelligence and knowledge manipulation as chief components of maintaining and expanding economic and political power. We cannot assume that either known or unknown risks will steer people away from exploring cognitive enhancement. Both researchers and potential users are acutely aware of the need for ethical and practical guidelines: rather than designing our tools to the limits of human biology, we are now starting to push human biology to the limits of our tools.
