Can't headshot enemy while in air - CounterStrike: Global Offensive huge glitch?

A possibly huge glitch in Counterstrike: Global Offensive.

When an enemy is jumping you can't get a headshot while they are in the air.

This was tested on a casual server but we have also tried it on a competitive server with the same results. The footage was recorded live so this is not a demo glitch.
